Can a person in a wheel chair travel on a road?

Explanation
Article 121 of traffic regulations states that a disabled person using a wheel chair, with or without motor, traveling at walking speed, can use the shoulder of a highway, or, if the shoulder is not passable or does not exist, on the roadway itself, provided they do so cautiously and following the appropriate road safety rules.
