Explanation

The Traffic Regulations state that it is NOT considered overtaking when vehicles in one lane travel faster than those in another lane when the road is saturated with traffic, as in this case, nor when vehicles traveling in the acceleration or deceleration lanes travel faster or slower than those in the main lanes.
