Is it necessary, when overtaking the cyclist in the photograph, to enter the oncoming lane?

Explanation
When we intend to overtake a cyclist on a road such as the one in the image, the minimum lateral separation to be maintained on roads outside built-up areas shall be at least 1.50 meters.
If necessary, we can perform the maneuver even when there is a continuous line, and we must even occupy part or all of the adjacent lane of the carriageway to ensure that the overtaking is done safely.
We shall only start the overtaking maneuver once we have made sure that there is no danger to prevent it.
