Only tow trucks intended for this purpose may tow those vehicles that have been stopped on a road within a populated area due to an emergency.
In exceptional cases the stopped vehicle may be towed by another vehicle, never on motorways or dual carriageway, but only to clear the road and to the nearest place where it can be properly immobilized.
