As a general rule, it is not allowed to stop or park on the passable shoulder of a road outside a populated area.

As an exception, it is allowed to do so on the free shoulder on a cross-town route, inside an urban area, as long as the shoulder is practicable and paved and there is no vertical sign prohibiting it.
