May a mobile phone be used while stopped at a STOP sign?

Explanation

The use of mobile phones behind the wheel is allowed according to Spanish traffic legislation as long as it is done through a hands-free device that leaves the hands free to maneuver without difficulty.

The use of headphones, earphones or helmets is strictly forbidden as this could prevent us from hearing the acoustic signals with which other vehicles warn us.

So in this case, and if we are stopped at the STOP, we can use the phone with the hands-free device but in no case with headphones.
