Must pedestrians traveling at night on the shoulder wear a light or reflective garment?

Pedestrians traveling on the roadway or shoulder of a road outside of town limits between sunset and sunrise, or in weather or environmental conditions that significantly reduce visibility, are required to wear a reflective vest or other approved light or reflective device or garment that can be seen from a distance of at least 150 meters by approaching drivers. It is not necessary to wear a vest when traveling on roads within town limits.
