What does this sign mean?

The vertical prohibition or restriction sign R-309 in the image indicates that we are approaching a stretch of road with a parking zone of limited duration, in which the driver who decides to park there must indicate in a regulatory manner the start time of the parking by means of a ticket or similar. Such parking may be subject to a fee.
