What must you do at an intersection where traffic lights aren't working?

If at an intersection you see that the traffic light which regulates right of way isn't working, you should always use caution and follow the general rule of yielding to vehicles which approach from your right. If the traffic light is accompanied by a STOP or Yield sign, you must obey it. If there is a pedestrian crossing in the intersection, you must let all pedestrians pass who intend to cross.
